Two firms launch programmatic CDM venture /// POint Carbon

A carbon broker and a programmatic CDM project developer have launched a new venture.

TFS Green and RAMP Carbon announced Thursday a new alliance specialising in programmatic clean development mechanism (CDM) projects.

Programmatic CDM, known also as programmes of activities, enable similar emission-reducing projects located in multiple locations to earn carbon credits under one project design document (PDD).

The clustering together of small-sized projects under one PDD has long been heralded as one way to scale up the volume of credits produced by the CDM.

The firms will collaborate at every stage of the development of a programmatic CDM (pCDM) project, from project inception to the monitisation of the credits it generates.


Pilot programme
RAMP Carbon, which was established earlier this year, is led by four pCDM experts who designed the first programme of activities to be approved by the UN.

The firm consists of former employees of Melbourne-based CoolNRG, who launched a light bulb replacement project across several Mexican cities last year.

RAMP Carbon has offices in Melbourne and Mexico City.
RAMP and TFS are currently working with partners and clients in Latin America, Africa and Asia to launch programmes of activities involving renewable energy and water and energy efficiency technologies.

They said they hope their collaboration will “accelerate the growth of Programmatic CDM globally”.

Diminished expectations
But some CDM experts have warned that programmatic CDM may not result in the flood of credits that many proponents have expected.

Roughly 40 projects are currently going through the UN’s validation process but of these only two have been registered by the executive board, including CoolNRG’s Mexican project.

The two registered programmes aim to generate a total of 1.9 million certified emission reductions (CERs) by the end of 2012.

The UN expects CDM projects to generate a total of 1.7 billion CERs by the end of 2012, but some analysts reckon the supply could be as low as 1.05 billion.

“Programmatic CDM will not be the big scale up of the CDM,” said Lex de Jong, the former CDM executive board chair, at an industry conference in March.

“For the large scale up (of CDM) we need a new approach,” he added, without suggesting what this approach should be.

“I think the programmes will never deliver such quantities as we have seen in (traditional) CDM,” added Matthias Krey, managing director of Point Carbon consultancy Perspectives, at the same conference.
